• # Average item power formula

I assume that the actual Average item power formula is :

AIP = [ 1x (helm IP) + 1x (boot IP) + 1x (chest IP) + 1x (1Hweapon IP) + 2x (2H weapon IP ) + 1x (cape IP) + 1x (offhand gear IP) ] / 6

Question : Dropping my average item power by not wear cape and offhand gear is it an exploit ?

What do you mean it's an exploit? If you have empty slot then it counts as 0 and lowers your average Item Power.
• It seems to me that arena matchmaking system is "average item power" based , then ... can I exploit this system (by not wearing cape and offhand gear ) ?

You cannot sign up if you're below average Item Power 700, I'm not sure what do you mean by exploiting the system by not wearing something.
• I haven't looked into the arena much yet but I think what hes asking is:

Can He get Average Item power 700 by wearing 4 items instead of 6 while carrying offhand and cape in inventory, and then equipping additional items once in the arena to bypass a cap or something

In this case, yes. However, you'd have to wear top tier/IP items in the slots + what's the whole point of it?
