So after the rework this weapon got absolutely deleted from the game it was good in 2v2 and small scales pvp and can work in cd but after the nerf (rework) the e is not useful for any content it can only work with q1 and it has bad dmg cc and slow movment make it 20 sec cd won't do much cuz the cd is not the problem here and the recat thing is absolutely terrible idea why even make it do the same cc as frost w (frost nova ) this is not useful at all so my idea is to bring back the old one or make it ignore cc resistance (1.5 - 2) sec so it can work with all frost kit (q1 q2 q3)

- Now pulls enemies hit along the snowball's path
- Removed slow from snowball's path
- Snowball damage: 60 -> 30
- Explode damage: 160 -> 200
has clumping / setup potential
still pretty easy to react or dodge
frost path slow was pointless anyways
more importance on when you explode snowball
actual defensive or kidnap tank option now~ Kanra - Now pulls enemies hit along the snowball's path

The issue with hoarfrost not in E itself, but in all skill tree. Skills have no synergy. New Q is useless, w and e share mitigation. You cannot switch W. E is easy to dodge, slow. Even if you hit with it, then what? You will be able to hit 1 time with Q.
