Yep can confirm that CD"s are spammed with great frost now. They simply cant get a balance patch day correct.

Thanks I guess its not being posted in the NDA thread anymore. It wont be obsure, its still strong as hell. You can cast 4 E"s in 15 seconds with CD reduction food and you outrange your opponents. While its a start it will be still be broken.
