I have a similar issue, except that I don't have any pillars in any of the major cities.
I already asked about it some time ago, the post got marked as "not a bug", and that was all. Zero response. Apparently it's a mystery why some people either don't get silver from pillars, or have no pillars in the test server at all.

Cheat stones and candy shop were only placed on Caerleon in last updates, so head there.

Right now a new patch arrived to testserver so there is no cheatstones even in caerleon, just wait few hours or days for it.
