Are the gathering tomes in the coming update usable on fishing?

Lest I fall guilty of the same sin, to answer your question, if tomes work on fishing, I wouldn't spend silver buying fish to eat until I can see whether tomes might be more cost-effective. I hope that makes sense to you! Please let me know if I can explain that rationale further.
