      Reworked ability:
      Black Hole (witchwork staff)
      • Now called Cast Warp
      • When cast on ally: increases cast speed by 50% for 3s
      • When cast on enemy: decreases cast speed by 50% for 3s
      • Cooldown: 15s
      • Range: 10m
      • Energy cost: 5%
      The cast time increase per second is equivalent to the scholar robe
      It doesn't have energy cost decrease, so spamming builds will still need energy support
      Keeps heavy casters (fire & frost) in check and counters itself
      Self-casting could make Q1 (Energy Bolt) a good option in solo / small scale
      Useful for buffing casters in 2s, 5s, and even bomb squads
      Reduces dependency on scholar robes for many casters, creating more build diversity
      Has a lot of versatility, as it can be used both offensively and defensively

      Notes:
      None of the numbers are solid and should be tested
      Probably needs a better spell name
      This could be retrofitted as an arcane W or even a Frost W / E
      If it replaces the witchwork staff E, single pulling mobs will no longer be possible
