Well, waiting in a "ship" zone, for specific time, without paying "fast travel" fee would be same as "auto traveling", without making anyone move automatically. Since you have spent time in "ship" zone, why would make any restrictions on items? You either invest time or money into moving them... But just standing AFK in ship zone as in you can't move anywhere else while ship is sailing. Otherwise, you're suggesting to make things complicated.

The other day, had an idea for "WANTED" system to be implemented, I think it would work out in Albion really well and boost open world PVP. Like in many old UO shards, if you get killed you could place a bounty on a killer, and prevent him to enter cities or change zones like for 30 minutes, and let bounty hunters kill him if bounty is placed.
