If one weapon turns out to be OP/better then the rest it makes sense to tone it down instead of buffing the rest to match it's level. In general a responsible balancing process should aim for smallest changes possible - you can't keep buffing things up forever. I'm all for diversity so in a way I like that bows break the rule of 2 composite resources. However to compensate the amount of wood required should be much higher. Especially that Tomasz is right and you usually will need to visit 2 different bioms to gather resources for other weapons.
