Attack someone, you get a naughty boy timer, people attack you with that timer, they get a limited engagement timer with you and you can fight back without losing massive amounts of rep. Also, whiny pve players should know that the harder you make ganking, the more people you're going to get ganked by, since bigger groups becomes a necessity.

Yeah they were overreacting. I am a barbarian and only play melee dps but that seems like a reasonable build for healing. I do totally get salty with healers sometimes but that's because they went afk, are using a shitty t3 healstick (for the love of satan at least use 4.1), or are using a non-healing weapon.

They should be consumable skins that you can use.

I think your worries are overstated. It's not gonna be cheap to tome your way up to T8 gatherer. Also I highly suspect that the cost of higher tier resources is a supply issue rather than a labor issue, limited by the respawn rate rather than the number of gatherers.
